Tourist zones could be more than scenery if Rockstar uses it to change the pace of Leonida.
It starts by admitting what we do not know yet, then looking at the details that would be hard to fake in the final game: how systems interact, how the world reacts, and whether world density gives players something to do rather than something to argue about.
For example, I would want places to behave differently depending on time, weather, traffic, money, police presence, and what kind of people are around. A beach district, a swamp road, and a dense Vice City block should not feel like the same space with different textures.

For me the thread comes down to this: What would make tourist zones feel important rather than just interesting? What older GTA expectation should GTA VI challenge? Where is the line between fun speculation and misinformation?
